Five tiers, one atmosphere

The same greenhouse gas budget is being spent by five very differently sized actors. Here is what each tier actually contributes, in its own numbers.

What actually shifts each tier

RMI's three tools apply differently depending on which tier you're pointed at. Personal choices are mostly Innovate. Moving the other four tiers takes Resist and Exnovate as well.

Resist

Withhold consent from extractive systems and force accountability onto power.

  • Shareholder and litigation pressure on Carbon Majors firms
  • Wealth and carbon taxes targeted at the top 1% and 0.1%
  • Campaigns for mandatory UNFCCC military emissions reporting
  • Mandatory disclosure of AI training and data centre energy use

Innovate

Build and adopt the regenerative alternative at whatever scale you control.

Actively retire the extractive structures, not just outcompete them.

  • End fossil fuel subsidies and defense-budget carve-outs from climate law
  • Sunset the "national security exemption" that hides military emissions
  • Retire the assumption that AI growth is exempt from grid decarbonization

So should you still bother?

Yes — and that's not the whole answer.

Personal choices are necessary but not sufficient. The math above isn't a case for giving up on individual action; a global population that halves its footprint changes the baseline enormously. But it is a case against letting "personal responsibility" be the entire strategy — a framing that corporate and elite actors have every incentive to promote, because it keeps 400,000-to-1 disparities out of the conversation.

The regenerative move is to hold both facts at once: reduce what you control, and spend equal energy on the tiers you don't — through disclosure rules, taxation, procurement standards, and organizing that puts pressure on the 100 companies, the 308 billionaires, and the militaries that between them account for the overwhelming majority of the problem.
